Error: LOAD DRIVER: Could not open Vmonxx service
This is Observer telling you that you have not installed the VMONxx Service under NT 4.x. You will need to follow the instructions for installing Observer under Windows NT (it is a different procedure than installing Observer under Windows 95/98/2000/XP).

Instructions for the procedure are located either in the Observer manual under "Step by Step Installation for Windows NT", or in the help file under "Installation" -> "Step by Step Installation for Windows NT".
