error: unable to create trap recieve socket trigger ctrl19
Observer displayes this error when it is initializing and it encountered another program that has registered the standard trap receive socket (port 162). Windows allows multiple applications to send on a socket port, but only one to receive information (i.e. listen).

If you want Observer to be the application to receive and log traps, you must stop your other application from doing so.
